Utsusemi?

I just noticed something.

While in the series - only 4 people have been shown to use Utsusemi at all, every single character here gets to have it without mentioning a single thing about speed talent in profile.

I could be unseated (or better yet - a human) and still could have it if I just mention so in the Other Abilities section, or in Shunpo section under Other Abilities.

I find it pretty weird that the 'Way of Onmitsu, 3rd of the Shihou noble clan' is allowed to oh so many people, while only Shihouin Yoruichi and Zommari Leroux were shown to learn it alone (Ichigo used it only via Bankai, Byakuya was taught by Yoruichi. Soi Fon was never seen using it).

I'm only trying o be fair, so please tell me your opinion.

Unless i mistake this is a technique developed by Youruichi and taught to Soifon and Byakuya BY HER.

This is something that should be limited STRICTLY to canon characters that already know it or custom squad 2 captains. Anyone else having it is just bull shit since if you don't have at least captain level reitsu you don't have the strength for this.

You still have to remember that if people use it as a godmod its still against the rules...

Obviously it would be a ability that only people who have mastered shunpo, etc would be able to make something like this. Just like how only captains have a bankai. So basically people high up in the 2nd division or other things like it.

It all would just have to depend on how its RP'd and the individual character.
